The consideration of a new Global environment brings with it many fears and concerns. In my opinion if any change if it is not managed effectively it will fail and there are some serious questions surrounding this entire objective. I have written this fictional account of the future to illustrate what I perceive are the many fears running rampant in our society today. It is a fictional look based on the complexity of society today and the diversity of our nations perspectives. It is just a writing exercise.
Dateline 2010-
Today the United States Congress and Senate ratified the long fought over change in the law creating open borders and allowing for immigration from all countries without the formality of filing for admission. The entire immigration and Naturalization Agency will now be transformed in size and scope. The fence erected years ago will be torn down via bids by existing government contractors. Many in government reiterated that this battle had been going on for years in conjunction with the illegal immigrant battles of 2007 which eventually allowed for open borders and the legalization of all illegal aliens already within U.S. borders. The Europeans had long since adopted this measure in light of their zero birth rate and a rising elderly population. The United States, being in a similar position, finally adopted this as well. Newspapers throughout the United States were hailed as major supporters in assisting to gain its passage, as were both major parties.
Lawmakers stated that the next issue on the plate is the identification of the masses of persons expected to take advantage of this new law. One concept is to utilize existing technology to allow for satellite tracking of individuals no matter where they may be. The employer, state agencies, schools and other organizations within the infrastructure that aliens would need to avail themselves of will issue these. Any employer circumventing the law will face severe penalties and prison time. Any person not accepting this procedure will be immediately expelled. Many felt confident this will solve long-standing issues of security and allow for a reduction in our home security force and border patrol. A measure was introduced to also include all citizens in this database. This will be integrated gradually via designated identification centers at varied sources. It is felt the entire country can be entered into this database within a reasonable timeline. These records will be maintained, along with DNA and other scientific analysis and identification data in a central, world wide, database that can be shared within the new Global community. When asked about the issue of national sovereignty Senators explained the United States would, for purposes of historical and legal reasons, keep existing borders, the Flag and National identity. However, the Pledge will be eliminated in schools, since many have ignored the practice of reciting the Pledge for sometime now and new citizens would not be required to take an oath of allegiance to the United States. When asked about the reaction of seniors, one senator quipped that the problem will eventually go away with time.
Other key members of the government stated that the adoption of this law solves multiple problems. First, it allows for an entry level work force for jobs widely believed not wanted by U.S. Citizens, such as farm labor. Secondly it provides the benefit of being a boon for business to maintain costs and improve productivity and competitiveness. These new workers will definitely work for less money and they will work for little to no benefits. This will also allow the United States to compete more effectively in the Global market, since we can provide workers salaries on par with third world nations. We anticipate foreign companies will take advantage of the cheap labor to locate within the country as their respective labor costs rise, thus creating more jobs here. This provides a nice balance to controlling costs. Bean counters and CFO’s everywhere where very happy with the concept, as were stockholders and investors. Also, there will be a ready supply of workers that can be replaced whenever needed. An arbitrator designated by the company will handle workers complaints and concerns. These new immigrants will also provide an additional tax base, so vital to continue funding of key government programs and payments to the national debt, which now accounts for over 60% of the annual budget. They will be taxed at a slightly higher rate then citizens. As a side benefit this Bill allows the United States to move into a predominant role in expanding influence in South America, which was designated a sphere of influence by the G-8 decades ago and to date had not been fully realized. As mentioned, new aliens while not be entitled to any benefits. However, those who desire to purchase health coverage will be allowed to purchase such on their own. They will have to pay into a designated medical program established by the government for just this purpose. Their employer will collect this, but as mentioned, their employer will not fund it. This coverage will cover only basic and emergency care. Additional catastrophic coverage will be available if they elect to carry such. However, those who do not elect to purchase this and who may be injured on the job will be returned to their country of origin once their medical condition is stabilized. As for their retirement, they will only be allowed to invest in market based retirement plans that invest directly in American owned companies only. Monetary payouts from the plan can only be used within U.S. borders and not brought back to their country of origin unless they can prove economic hardship or emergency conditions. Failure to comply will force confiscation.
Retailers were very happy about this aspect as they to will benefit from this new labor source and they will no longer need to depend on the retired, which has been a staple for sometime now. Also, manufacturers hiring aliens will get a number of tax breaks and bonus money based on the numbers hired and their meeting expense / wage requirements as mandated by the government. Companies exceeding wage guidelines will be penalized. Companies will also be allowed to terminate existing workers who are deemed to costly and replace them with foreign help without notice if such action improves the financial health of the company. Foreign workers terminated will be returned to their point of origin if they cannot find work within thirty days of their termination, unless they elect to apply for citizenship and can be accepted within a reasonable time. Of course American workers terminated have existing state agencies to assist.
Medicare and Medicaid, which was eliminated with the Bill of 2010, requiring retired American citizens to purchase outside insurance from one of the government mandated H.M.O. providers, has created a considerable reduction in anticipated future debt. Many Veterans will also be required to purchase these plans, albeit at a reduced rate, and will no longer be able to count on military service as being an automatic provider of health services. Existing Veterans facilities will be closed. This was a major step forward in freeing monies for other high priority issues. However, if you will recall, a key component of the entire package passed was that anyone who had an average income of over one hundred thousand dollars a year at time of retirement will be entitled to a special program. Their rates for coverage will be considerably lower based on their outstanding record of accomplishment and earnings during their working life. They will also receive a tax break. The feeling on this was that it would allow them to continue investing their capital gains and thus propagate the trickle down theory to assist lower income families who will be working longer. Government workers would not be affected and taxpayers will continue to pay for their benefits. Any shortfalls will be passed to the middle income and lower economic groups, since these parties will no longer have any benefits, it will free up available income for taxation. Also, the proposed elimination of Social security with a new Security program, similar to the Civilian Conservation Core of the last Century, will allow people to keep working longer. Persons without medical coverage can take advantage of this new program and also can always rely on the generosity of charities.
Another side note of interest is that we now have a considerable number of persons of foreign origin who comprise our military. Persons from other countries volunteering for the military will be asked no questions about their past and upon completion of service they will automatically qualify for first consideration for jobs and can bump any citizen ahead of them applying for the same position. Those serving in the military will be subject to international rules and code.
A spokesman stated military forces will be pooled to provide one world reaction force and technology and weapons will be shared. The United States will remain the major provider of financial support for this force. This force and certainly those on American soil will share bases throughout the world. Our Asian and Arabic allies were quick to offer troops. China and Russia agreed to provide an air umbrella along with Cuba. This will allow for the elimination of major military expenses. Also, there is a plan to merge the Police, Fire and Emergency services with the military as the number of available younger workers reduces. However, he cautioned the Wars in Iraq and Afghanistan and the new trouble spots in Iran and Korea will remain the responsibility of the United States, with no allied help.
Finally, the President, who gained entry into this country illegally and received his education for free at a well-known eastern university, stated that only in America this could happen. He pledged to forge even closer ties with his country of origin and provide more funding to the United Nations. The President also noted a move by many world countries to eliminate their own governments and relinquish power to the United Nations. However, he does not see this happening until the last of the older generation has passed along and new paradigms can be considered as feasible and acceptable. He also stated today that most major goals of the last thirty years had been accomplished, with 50% of all major American Companies foreign owned, manufacturing moved to other nations, open borders and the elimination of unions and other high priced labor sources. He also hailed the growth of universities and colleges with significant numbers of foreign students, which now outnumbered Americans on campus three to one. He vowed to continue funding for these college students while trying his best to hold down tuition for American families. Of course those companies hiring foreign graduates will continue to receive special tax and other advantages. He also wanted to reassure blacks and other minorities that they would continue to receive preferred treatment, in lieu of the injustices throughout history. While black, oriental and native American leaders accepted his comments they were still unsure as to what this would bring in competition for low paying jobs, which had been their domain for sometime now in competition with females. The president reiterated he would work hard to maintain that aspect and that he had the assurance of the business and financial communities that they would hold true to course.
All in all it was a good day and many in government went home proud of what they had accomplished and without so much as a peep out of the American electorate.
